In continuation of my letter of the 12th. instant, I have the honour to inform you that a Notification was issued yesterday by the Imperial Maritime Customs to the effect that no fix Release Permits for imported Native Oplum would be issued until the additional duty leviable thereon under the new regulations has been paid. Some 400 chests of native opium arrived here a day or two ago, and 4 or 5 of the native dealers are reported to have paid the tax, but the majority are dissatisfied with the imposition, which will greatly injure their trade, and are considering the question of petitioning against it. Details are not easy to obtain as the dealers are afraid of geåting into trouble with the new office, and on this ground some of them have declined to furnish me with any information.
It is said that Messrs. Bradley & Co., who
do not now as a rule deal in opium, are contemplating the import of a few chests from Hongkong, in order to bring the question as regards foreign opium to a head here, presumably for the benefit of their native constituents.
In the issue of one of the local jative papers of the 7th. instant, details are given of a scheme submitted by the Canton Opium Prohibition Bureau for the total suppression of the use of opium, throughout the provinces within a period of two years and a half, during which a revenue of $23,850,000 would accrue from the new system of taxation proposed.
